In New Jersey
DVS Development is currently developing for extensive participation in New Jersey's Dual-Use Solar Energy Pilot Program, which is a collaboration between several organizations to encourage the development of solar projects on farmland. It was created by the Dual-Use Solar Energy Act of 2021 (L. 2021, c. 170) signed into law by New Jersey Governor Murphy in July 2021. The program's goals include:
- Creating a new solar industry segment that's compatible with New Jersey's agricultural heritage
- Demonstrate and study the compatibility of active agricultural or horticultural production and solar photovoltaic infrastructure on the same land/property.
Board staff (“Staff”) engaged the Rutgers Agrivoltaics Program (“RAP”) at Rutgers University (“RU”) for providing crucial input into the design of the Pilot Program.

DVS Development is currently mobilizing across the US, with current plans for Agrivoltaics Systems to be built in three states.
- New Jersey – Multiple farms ranging from 500KW to 10MW
- Maryland – Four farms ranging from 2MW to 11MW
- Arizona – Three farms ranging from 25MW to 75MW
DVS Development Inc will be expanding our Agrivoltaics Dual-Use Pilot Program into Delaware, Pennsylvania, New York, Utah, Nevada, Texas, Colorado, Georgia, Virginia and North Carolina in 2025.
